Metadata and statistics manager \u2013 Open Access Transition"},"content":{"rendered":"\n<p>The National Library of Luxembourg (bnl.lu) is looking for a metadata and statistics management Service Provider in the context of the Open Access transition for its digital library department \u201cConsortium Luxembourg pour l\u2019acquisition et la gestion de publications \u00e9lectroniques\u201d:  <a href=\"https:\/\/www.consortium.lu\/about\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"www.consortium.lu\/about (opens in a new tab)\">www.consortium.lu\/about<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Contract type <\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>2-3 year contract, expected\nworkload 20-30 hrs\/week (negotiable)<\/li><li>Status \u201cIndependent Service\nProvider\u201d (not an employee position, see \u201cFurther information\u201d below)<\/li><li>Available: immediately<\/li><li>Deadline: All applications\nreceived until 28th June 2020 included will be considered<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Job description<\/h3>\n\n\n\n<p>Consortium Luxembourg is a\ndepartment of the National Library of Luxembourg founded in 2006. It is the\nmanaging entity behind the digital libraries of the University of Luxembourg,\npublic research centres such as LIST and LIH, ministries, public libraries and\nsecondary schools. The National Library\u2019s digital offer itself is available,\nincluding remote access, for free for the general public.<\/p>\n\n\n\n<p>Consortium Luxembourg is uniquely\nplaced in the national context to enable the transition to Open Access in\ncooperation with its consortial partners. The Service Provider\u2019s task will be\nto define, adapt, test and deploy new workflows within the existing\nadministrative framework to ensure a smooth integration of Open Access\npublishing into the consortial service offer.<\/p>\n\n\n\n<p>The Service Provider\u2019s person of\ncontact will be the head of consortial services and its mission will notably\nentail to collaborate with the existing consortium team of four people (3.18\nFTE), especially the current Metadata and statistics manager.<\/p>\n\n\n\n<p>All tasks are remotely workable.\nDepending on the evolution of the pandemic and provision of service, the\nService Provider\u2019s mission may require to work from the National library\u2019s\nbrand-new building in Luxembourg city.<\/p>\n\n\n\n<p>The Service Provider will need to\ndemonstrate an ability to work in perfect coordination with our teams and be\nself-motivated while working in a multicultural and multilingual environment,\nmost of the people the Service Provider will be working with in the course of\nits assignment being at least quadrilingual.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Main tasks <\/h3>\n\n\n\n<p>Context: In 2017 we started\npreparing for Open Access in the Consortium department. We added tools and\nprocesses to make the transition as data driven and automated as possible.\nToday, we are entering a new phase (2021-2023), as many consortial processes\nare affected by the new realities during the transition years. This affects\nfinancial, data, statistics and communication processes. The Service Provider\nwill use existing data and statistics tools but also adapt these tools and take\npart in the implementation of new tools, pilot projects and integrations. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Integration of workflows\nrelated to Open Access publications with the current (subscription) licence\nlifecycle. The context of this task are the existing administrative interfaces\nof the publishers and their future Open Access dashboards. The current\nconsortial software tools are ConsortiaManager ERM; ExLibris Primo Central\nIndex, SFX; OCLC EZProxy; Ebook Metadata Manager tool (local development) and\nLean Library.&nbsp; <\/li><li>Developing workflows to monitor\ntransformational agreements efficiently with a focus on flexible cost\nallocation models between consortial partners (\u201cRead\u201d vs \u201cPublish\u201d costs). The\ncontext of this task are the existing processes of gathering, analysing and\nreporting of statistics about the national scientific publication output and\nits shift towards Open Access. The relationships between \u201cRead\u201d and \u201cPublish\u201d\nstatistics such as cost, usage and citations will need to be defined. The\ncurrent toolkit is: ezPAARSE software for article level usage statistics,\nCounter 4&amp;5 reports, internal usage data and Kibana for analysis &amp;\nvisualisation. Current pilot projects are ChronosHub (with FNR.lu) and\nConsortiaManager ROM (Research Output Manager). <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Other tasks <\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Active participation in\nconsortial planning for staying on top of the Open Access transition relevant\nto the main responsibilities above. <\/li><li>Continuous documentation of\ninternal transformation processes. <\/li><li>Communication and training\ntasks, both internal and external. <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Requirements <\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Fluently bilingual: English a must, plus French, German or Luxembourgish <\/li><li>Please use the categories of the Common European Framework for language skills: <a href=\"https:\/\/en.wikipedia.org\/wiki\/Common_European_Framework_of_Reference_for_Languages\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"https:\/\/en.wikipedia.org\/wiki\/Common_European_Framework_of_Reference_for_Languages (opens in a new tab)\">https:\/\/en.wikipedia.org\/wiki\/Common_European_Framework_of_Reference_for_Languages<\/a>&nbsp; <\/li><li>University diploma (preferably in library or information science, digital publishing or similar) <\/li><li>Basic IT skills, capable understanding complex configurations, very good Excel skills <\/li><\/ul>\n\n\n\n<p><em>Note: The Service Provider is not required to do tasks such as server maintenance and updates or system configuration, those are handled by the IT Division of the BnL.
